Subject:  Non-Disclosure Violations Are Serious

Individuals associated with MOSIS Educational Program accounts at
their  institutions  have  recently  posted  proprietary  foundry
information on publicly  accessible  web  pages.   All  of  these
violations  have  occurred  through  the  posting of confidential
information on web sites by  university  professors  (who  should
know  the  importance of safeguarding IP) for their classes. THIS
IS ILLEGAL.

All MOSIS accounts at these institutions have  been  INACTIVATED,
and  all  operations  associated  with  these  accounts have been
suspended.  That means  that  ALL  transactions,  including  chip
deliveries have been STOPPED.

MOSIS  has  also  notified  department  chairs  as  well  as  the
chancellor/president   of   the  universities  concerned  of  the
violations and subsequent liability incurred by the  institution.
MOSIS has also started a web surveillance program to detect other
violators.  Any new violations will be dealt  with  in  the  same
manner.   We  cannot  emphasize  too  strongly  the importance of
safeguarding proprietary information.

Public disclosure of proprietary documents is a violation of  the
confidentiality  agreement  each university design group, through
its account liaison, establishes with MOSIS.  The  foundries  and
MOSIS  treat  these  incidents  extremely  SERIOUSLY.  (A similar
occurrence  led  AMIS  to  deny   access   by   universities   to
confidential  foundry  information,  and  that  policy remains in
effect).

Signatures on the MOSIS  Customer  Agreement  and  Non-Disclosure
Agreement  are legally binding.  Compliance with these agreements
will be enforced  not  only  by  withholding  services  but  also
through LEGAL ACTION if deemed necessary.
