GRANT ANNOUNCEMENT

NSF-CGP (Center for Global Partnership) Science Fellowship Program

Introduction:  Launched in 1992, this program enables American senior-
level and postdoctoral scientists and engineers to visit Japan.  CGP (Center 
for Global Partnership) is a non-profit organization established in 1991 by 
the Japan Foundation which is part of the Ministry of Foreign Affairs. CGP 
aims to achieve closer relations between Japan and the United States.  This 
program is implemented by NSF using funds provided by CGP.  

Unique Feature: The unique feature to this program is that it enables 
American researchers to conduct research within the Japanese industrial 
sector.  Under this program American scientists and engineers may apply 
for support of 3-24 month research stays at Japanese corporate, government 
or academic research facilities.  These fellowships support 3-24 month 
visits to corporate labs, 3-12 month visits to universities, and 3-6 month 
visits to government laboratories.  The number of American researchers 
awarded this fellowship from JFY1992 through JFY1996 was 70.  Of these 
55 were senior-level researchers and 15 were postdocs.  44 went to the 
academic sector; 15 went to companies; and 11 to Japanese national 
laboratories. 

Proposal Deadline:  September 1 of each year

Project Description:  Each proposal submitted to this competition should 
contain the following items within the Project Description:

  "Results of Prior NSF Support" if the applicant has received NSF 
support within the past 5 years.
  Rationale for and benefits to be derived from collaboration with 
Japanese host(s). 
  Research objectives including expected contribution to the science or 
engineering field.
  Methodology and work plan including a clear explanation of how the 
research cooperation will be  carried out.
  Facilities, including a description of the advantages/reasons for utilizing 
Japanese resources.

Budget:  The following expenses are typical of NSF-CGP projects and may 
be included in the budget.

  Up to 1/2 base salary, plus applicable fringe benefits (only for visits of 6 
months or longer).
  Round trip economy airfare on U.S. flag carriers.
  Living allowances of up to $3,700 (for postdoc) or $4,000 (for senior), 
including housing, subsistence, and local travel.
  Up to $3,000 for one return professional visit to the United States (if 
staying longer than 9 months).
  Up to $300 in excess baggage. 
  Relocation allowance - up to $1,500
  Japanese language study (in the U.S. and/or Japan), if justified in detail 
in proposal
  Up to $1,000 for travel within Japan, if justified in proposal
  If accompanied by one or more dependents:
  Economy class airfare and up to $300 excess baggage per 
dependent for one international round trip
  An additional relocation allowance of $1,000 regardless of the 
number of dependents
  An additional living allowance of $500 per month
  $50 per month per dependent towards the cost of health insurance
  Schooling for children in grades K-12:
  Public - $800 per child per year or
  Private - up to $10,000 per child, if adequately 
justified in proposal
