Peel, scrape and slice carrots into 1/4 inch thick slices. Heat oil, add cumin, mustard, and lovage seeds. When they pop, add turmeric and chili powder. Stir fry for a few seconds, then add carrots, peas, and salt. Stir to mix well. Sprinkle water on top. Cover tightly and cook on gentle heat until carrots are tender. Serve hot, sprinkled with garam masala.
